Is it legal for a parking control officer to chalk my tires when I am parked in a 1 hr. spot. Also, if I park in the same spot overnight and display a handicap placard can I get a ticket. There is no signs stating NO Parking past a certain time. Only that the limit is 1hr

Yes. Parking Enforcement Officers can absolutely mark your tires. Whether they use physical chalk, a digital system, photographs, valve stem position, or any other method that allows them to demonstrate the vehicle hasn’t moved, that’s all perfectly acceptable evidence. Chalking has been around for decades, although many municipalities now use electronic methods instead. I’m not aware of any jurisdiction in Canada where tire chalking itself is prohibited. As for the accessible parking permit, that’s a separate question, and the answer depends on the municipality. In Toronto, for example, an Accessible Parking Permit gives you several exemptions. You can park at on street parking machines without paying, and exceed the Toronto street parking limit of 3 hours allowing you to remain for up to 24 hours provided you’re not violating any other restriction such as No Stopping, No Standing, rush hour restrictions, or other posted prohibitions. Different municipalities have different bylaws. So before assuming your accessible permit lets you stay longer than the posted limit, check the local parking bylaw. Otherwise, you could come back to find a ticket, a tow, or both.
